Paul Scapicchio, esq.

Paul is President and CEO of the Novus Group’s Government Affairs Division, where he leads our real estate development and government and regulatory affairs practices.

From 2005 to 2013, Paul served as Senior Vice President of Government Affairs at ML Strategies, Boston. He led the firm’s municipal and state government affairs practices at ML Strategies, and serviced many of the firm’s leading innovation clients including Zipcar, EnerNOC, Veolia, and Ameresco on a range of issues.  Paul also served as lead consultant to the First Church of Christ Scientist in the redevelopment of the Church's iconic 14-acre World Headquarters site.

From 1997 to 2006, Paul was an elected member of the Boston City Council, where he served as Vice President.  He chaired the Council’s Committees on Aviation, Transportation, Intergovernmental Relations, and Economic Development.  He oversaw the city’s interactions with the $14 billion Central Artery Tunnel Project.  He worked closely with the Massachusetts Port Authority on permitting, land use planning, ground transportation, and tolling issues.  He also oversaw the city’s funding for Boston’s $750- million Convention & Exposition Center.

Paul received his B.A. from Tufts University, his J.D. from Northeastern University School of Law, and a Masters of Public Administration from Harvard University’s Kennedy School of Government. He served as a judicial clerk for the Honorable Gerald Gillerman of the Massachusetts Appeals Court.
